Actually, it's quite easy to fark over a police union by making sure policy is both followed and adequately documented. When things are not properly documented and policy is not followed, those unions are obligated by their contracts with the members to step in and defend them in line with policies and procedures.

If you want to blame someone, blame the person who didn't cross the Ts and dot the Is.

Alternatively, licensing cops at a state level, and requiring that license to work as a police officer would solve a LOT of problems, especially if the oversight board was made up of civilians and legal professionals not affiliated with any department.

The incident occurred at UC Davis, near Sacramento. Somewhat cheaper (though far from Alabama-level cheap).

/ I went to a branch campus of a Big 12 school. The thing was; our tuition was about 1/3 of a student on main campus. This was the case for many, many years. Around 2010; they raised tuition to the same as main campus.

More than 17,000 angry or threatening e-mails, 10,000 text messages and hundreds of letters were sent to Pike after the video went viral, according to the police union.

Hm... even accounting for cop-like math, 170 threatening e-mails, 100 text messages, and 1 death threat letter is a decent bit of harassment.  If it was the university that published his name and contact info intentionally, I can see that being something that merits some recompense.

If people just looked him up on facebook or something, though, they don't owe him shiat.  The University is duty-bound not to  enable harassment of employees, but it has no duty to protect them from the consequences of their own stupid, stupid actions either.

Tuition was free at UC Davis 25 years ago.

It's the natural consequence of California having an electoral love affair with the concept of Law&Order.  State ballot measures to bankroll asshole donut-munchers with authority complexes, three-strikes laws, all the various bills and propositions named after dead white girls, the list is farking endless.

The worst part is, when you ask any individual Californian about it, they almost always say they hate cops with the fire of 1000 suns.  But sadly, most of us don't come out on election day, so these things are decided by old ladies in Palm Desert.
