Etchy333: They should only do repairs on an as needed, emergency basis. You know, just when the dome is on the verge of collapse, they should go in with cranes and teams of emergency repair workers to prevent that from happening. Unless there's some wacky principle where doing preventative work actually makes the cost of repairs and care go down over time, but that doesn't sound right.
