"Police initially drove past the man as he whistled and hailed them for a ride, but stopped when he walked on to the road and started waving his middle finger at them"

So some guy is stranded on the street at night, he sees a police car and attempts to flag them down which they completely ignore.  Irritated that they drove past him, he flips them off and suddenly the cops decide it's time to stop and see what the guy is up to. Typical.

Meh, just another pot smoker, there is a reason the stereotype of a pot smoker is a chill moron. Pot smokers are never very intelligent.

Y'know, I kinda flipped out at the headline too. Then I read the portion of TFA emphasized in bold above.

Years ago a cop flew past me, lights activated, on the left shoulder of a major highway. At the next traffic light I see him park his car in a normal parking spot at a diner. I see him get out and casually stroll towards the entrance. Looked like he was in a hurry just to get lunch. Anyway, as I accelerated past him I flipped him the bird. He sees me and turns around and runs back to his vehicle. I sped up and just ahead was a motel, so I pulled in there and parked in the rear out of sight.  Guy never came looking for me there.  Waited about 15 minutes then went home.  Most satisfying encounter with the cops I've ever had.

Where I live marijuana is legal up to an ounce, so stopping a police office for a ride while carrying wouldn't be a problem. Where I live the cops would have stopped when they flagged him down though.

If he wasn't carrying cannabis before they frisked him, he certainly was afterwards.
