fluffy2097: You'd have to ask a Lawyer in Scotland why he wasn't charged.It certainly seems like they don't want to throw the book at the guy, since it's been reduced to a summery hearing.Maybe they just wanted to make him go away and get mental help, rather then charge him with a crime.
