They stopped hanging pirates a while back, EU no like death apparently.  Though up to 1998 it could get you hung in England.

Reading stories like this makes you wonder if a little ingenuity and slight of hand often times is much better than go in full gun blazing tactics of the US foreign policy. You achieve the same tactical and strategic objective except with minimal risk to everyone.

Like the police calling the last knowns of wanted felons and telling them they've won NFL tickets.  No matter how many times this hits the news the criminals line up for the next go round.

The story I heard, the pirates got taken down by the head shots, then the boarding crew fired a few more "security" rounds into them to make sure they were no longer a threat.  They left that part out of the movie.  They also left out that there was 30,000 dollars on the lifeboat that mysteriously vanished.

You hear about those kinds of stings, but what you often *DON'T* hear is how many of them don't show up because they aren't that stupid.

For example, from the UK:

Nineteen suspected criminals have been arrested after they were tricked by police who lured them in with a hoax offer of free beer.

Derbyshire constabulary sent letters to dozens of suspects who had evaded detention for several months, inviting them to ring a marketing company offering a free crate of beer.


So we don't know how successful this was:  "Dozens" could be up to 96, meaning the success rate was 20%.  or maybe it was 50% or more.  We just don't know.

One sting from the LA area netted less than 1% of the targeted population:

Sheriff's deputies in La Mirada attempted a rope-a-dope on some alleged criminals by offering them a fake sweepstakes prize. Out of the 960 letters sent to these "people of interest" only eight showed up at the La Mirada Holiday Inn to collect their prize, according to the Whittier Daily News.

Four men and four women with outstanding misdemeanor warrants showed up, but officials were hoping for more arrests.


 Even the US Marshals seem to only get about a 3% success rate:

It seemed like a dream come true, winning free tickets to the Redskins - Bengals' football game. But the dream turned into a nightmare for about 100 "winners" when they arrived to pick up their tickets. The winners were arrested by Deputy Marshals and DC Metropolitan Police officers.

The fugitives, wanted by authorities for a variety of criminal offenses, willingly gathered at the D.C. Convention Center in response to "invitations" sent by the Marshals Service to the last known addresses of more than 3,000 wanted persons with more than 5,000 outstanding warrants.


I'm willing to bet that most criminals aren't stupid enough to fall for it.  Especially since these things have been on the news in the past.
