A high velocity rifle that cannot penetrate a road sign...  I know a .22LR fired from a rifle will penetrate .125" powder coated aluminum, but will not penatrate two such layers, so either these signs are pretty tough or the high velocity rifle in question is pretty lame.

I'm betting "high velocity rifle" is the favored British bullshiat firearms bogeyman term, much like "assault style" or "semi-automatic" is for the US.
