The boat owner abandoned the boat, the current residents never filed claim to the boat so the city took title.  They could have legally filed "Salvage Rights" to the boat and taken ownership but they didn't so they city did.

Okay, what the FROK is a "hipster"? Does the word simply mean nothing at all, anymore? Far as I can tell, it refers to "anybody who isn't rich or a good little quiet consumer (ps: and who isn't 'colored')".

Makes sense. Doesn't seem right, but them's the breaks, I suppose.
