I'm not getting this. They claim to be paying to dock at the property. The property owner says they haven't made any deal with the boat people. The boat people seem to otherwise own an abandoned boat.

Why are they losing their access to the boat?

The boat owner abandoned the boat, the current residents never filed claim to the boat so the city took title.  They could have legally filed "Salvage Rights" to the boat and taken ownership but they didn't so they city did.

Okay, what the FROK is a "hipster"? Does the word simply mean nothing at all, anymore? Far as I can tell, it refers to "anybody who isn't rich or a good little quiet consumer (ps: and who isn't 'colored')".

Carribean Shipping and Marine Service bought it in 2005 from the Woods Hole, Martha's Vineyard, and Nantucket Steamship Authority for $100,000. At that time, it was missing some unspecified "certifications" and had apparently been sitting at the dock for 2 years. The guy who bought it was going to convert it to a party boat, supposedly. Instead, it ended up parked in a back corner of the Newtown Creek looking like crap and miles from everything.

For the geographically pedantic, Maspeth Creek is in Queens.  The address given is off of English Kills, which is in Brooklyn, and considered to be part of Williamsburg by realtors.

You know if you are going to do something like this the last thing you should be doing is making it known you are there in the first place. so no jacuzzi on deck or all night raging parties that might get some attention.

Exactly.  As TFA notes (and I remember reading ages ago), people have been living aboard for years...they just weren't quite so visible.
