Used toilet paper is not a budget. They have to pass a budget that will pass the Senate and be signed into law by the President (unless there are enough votes to overrride a presidential veto.) That's what the Constitution says. Not that you care.

My National Guard training was cancelled this month, and I may or may not be getting the monthly stipend for the G.I. Bill (I left active-duty, switched to the Guard, and go to college full time).  The customer service hotline to verify my enrollment is down.

So, that's two of my three monthly sources of income I won't be getting.

Article 1, Section 7: Bills can only become law if they have been passed in identical form in both houses of Congress. The HoR and the Sen. have each passed different budget bills--it can't become a budget until a conference committee has worked out identical compromise language that is then sent to each house for approval. Only then can the bill be sent to the POTUS for a signature.

It's not just the DSGs (Drill Status Guardsmen, the typical "one weekend a month" guys), but the AGR (Active Guard & Reserve), who work full time for the National Guard.  It's a full-time career for them, like being an active duty soldier.  They keep the units up and running between weekend drills.  A lot of them at my unit got furloughs.

The last AGR guy I talked to, they weren't sure if it was going to be paid, partially paid, or not at all.

As a former Guard member, It's hard sometimes when you need that extra couple hundred a month to make ends meet.  Much worse when it's your full-time job.

Point of order: budget resolutions are considered concurrent resolutions and, thus, do not need the President's signature. However, it's still very useful for both chambers to work off of a common budget resolution when writing the 12 appropriations bills that DO need the President's signature.

I've been wanting to scream that at my coworker's radio for a few days now.

Hannity will have someone on and they'll start sucking each others cocks about how Obama should listen obey the House of Representatives because it's the part of the government with the constitutional duty to originate all bills dealing with money.

They never seem to get around to realizing that bills are basically nothing unless the President and the Senate also agree it should become law.  Or that the Constitution only says "All Bills for raising Revenue shall originate in the House of Representatives".  Which means that a bill which deals with taxes has to start with the House.  But other bills, such as say ... ones spending money to reopen the government or to raise the debt ceiling - they can also be started by the Senate.

I don't know how true this is. I have never stayed at a shiatty job because of health insurance, most of the shiatty jobs I have had had no or shiatty health insurance.

The GoP hates it because Obama likes it. That is really what it boils down to. Although I think that was more true in the beginning. I think now they hate it because it is going to help people and the Democrats will get credit for it.

The Republicans refused normal law making processes to reconcile the two bills purposely to use the government shutdown and debt ceiling to force concessions without giving up anything themselves.
