She didn't know.  She suspected.  As for why she didn't come forward: fear of retribution is an especially strong motivator in those who have been abused.  If the father is the one who killed the kid, I don't doubt at all that he abused the mother before he left.

The "detectives" didn't do shiat. The police never do anything. It was a tip that led them there. No police "work" involved, like usual. The only times cops do something is when it's handed to them without effort, and even then there is a 70% chance they won't bother.

Know how I can tell you've never really known someone who was abused?

Well, let me tell you: I've known a few abused women and not one of them was unable to whisper to friends or strangers about the abuses they had suffered. However, the moment an actual authority figure (read: the police) were brought in, they clam up. Why? Because Jane down the lane can't do anything to the abuser. Nothing.

There is (in the mind of the abuser) nothing that a random person can do to the abuser to stop the abuse, except call the cops or cause bodily harm. The abuser believes that they are safe from the second one for two reasons: one, permanently stopping the abuser (read: killing) is right off the list of things most people are willing to do and, two, most people realize that any beating laid on the abuser is going to be visited back on the abused. And calling the cops on the abuser is likely to do nothing because the cops can't do anything without a formal complaint and they have conditioned the abuse to avoid the police. "Call the cops and what are they going to do? I'll be back on the street within 72 hours and, oooooh, then you'll get it."

And, often times, the abused will leak information to strangers hoping that someone else will come up with enough to do something about the abuser because they feel too weak to do anything. In a case like this, leaking what the abused knows of the case can get someone to seemingly independently go to the police and get them looking at the right person. Unfortunately, in this case, it took 20 years for that to happen. And, before you say, "B-b-b-but Eldritch2k4! She had 20 years to come forward! She's complicit," she was conditioned to fear this guy and, apparently, has no idea where this man is. Those two conditions are enough to keep an abused person silent indefinitely. She only told them what she has because they came to her and, had no one come to her, she would probably stay silent until death. Same goes for the other daughter.

I don't know if anything she did really counts as obstruction anyway -- that usually refers to deliberately doing something to hide a crime, not just failing to report one -- and even if anything did count, the statute of limitations is quite passed on that.

22 years might have that effect, and talking to the police is a different matter than talking to peers. Also, as reported, the person who overheard the laundromat conversation only is reported to have said the woman "knew about the case" and "talked like she was the mother" -- it doesn't sound like she was proclaiming anything very useful at the time, till the police sought her for questioning.

I would imagine she probably saw the poster and blurted out something like, "Oh, they're reopening my daughter's case."

Way back when there was a security problem (like when isn't there one?) with Java, I changed the settings and nothing autoplayed in any of my browsers. Never changed them back. If and when you're ready for something to play, just click it.

Bullshiat.  Some mysterious father kidnapped her daughters and she never went to the police.  This woman tortured and killed her own kid and is just hiding behind her gender like women always do.  They always say how they are "equal" and strong and independent and then go crying about how fragile and weak they are when they are implicated in a crime or filing for divorce.

If it ain't a bust for pot, meth, kiddie porn or illegal immigrant smuggling, why bother? All that other crime doesn't cause a big media splash or result in a nice gain of "confiscated assets."

I would expect that her other daughter, who was missing for 8 years afterwards, would be a significant source of duress anyways.  They might have done something if they'd realized at the time, to save the other girl, but it is unlikely now.  It would play out horribly in the media to prosecute someone who may have been silent out of fear for a missing daughter, even if it wasn't an ideal choice, and even if they did have something appropriate to charge her with.
