Yes, but it's highly unlikely that he'll act. NK has little to gain from an actual war and everything to lose. In a war between NK and the US/SK the outcome is pretty much guaranteed. NK would attack, killing thousands and overrunning the border. After days or weeks SK/US would push them back across the line and keep going. SK will probably spend decades fighting North Koreans in hidden bunkers and weapons stores while rebuilding the country.

So it's 1. Fight the US, lose a bloody ruinous war, and probably be killed in missile strike or 2. Never cross that line and remain king of Best Korea.

Lil Kim has about a thousand artillery pieces trained on Seoul, better known as the home of Hyundai and Samsung.  I already have a Galaxy phone, but my daughter's Hyundai is going to need spare parts.
