First job that a member of my family had was working for the local electric company and going out at night to find people that had hooked up iillegally. They would wait until after dark then hook on to the lines.  This was in 1929. So not new.

I remember one teacher's story from college, had a neighbour who was an electrician, guy set up some electromagnetic induction based rig that would make electricity through the mag field current

/said the hydro company got questioning why his bill dropped, apparently like a rock, and kinda didn't take too kindly to him piggybacking off the lines

Seriously. this has been around as long as stealing cable.
Live in an apartment? Try shutting off your circuit breaker and see if the other guys AC shuts off.
He may very well have it wired into your panel.
