They tried to get the backup flame (that they keep in a lantern) to the torch, but someone demanded 10,000 rubles before letting them pass.

Gulag time for someone. Keep that lighter handy!

A back up torch/flame should have been on hand to relight. Last time something similar to this was in Montreal when the flame went out and an official re-lit it with his lighter. Was promptly put out again and re-lit with the back up flame.
