Pangea: They can only see and smell the feces when they get up to her fence and peer through it. If they could see her doing this, they would use that as the reason for putting a stop to her behavior.

It's pretty revolting, but this might be one of the times people are supposed to mind their own business.

When somebody else's poor habits result in me needing to trap a dozen rats in a week, they've made it my business.

I agree with the sentiment, but that seems like a different issue. If there really is a rat problem, that would be grounds for action.

Also, I changed my mind on playing devil's advocate. She should be fined until the behavior stops, and arrested if it doesn't stop. Even if she's living without running water, that's not a valid excuse.

Urine and feces attracting rodents makes it the same issue.

TheGreatGazoo: I had a neighbor go loony toons and when his dog died he apparently wrapped it in a carpet or something and tossed it out in the back yard.  It stank for a month or two.  He was a hoarder, and apparently didn't let the dogs out very often.  They did their business in the house on newspapers.  When there was too much crap on the floor the guy would just add another layer of them.

The guy that bought the house pulled 5 dumpsters of stuff out of it.

I have a friend who purchased a house in my neighborhood.  He was crowing about what a really great deal he got on the place.  This was before the real estate collapse and houses in that area weren't being sold for "really great deals".  He asked if I would help with the move in and I said yes.  We got a truckload of his stuff and went to the new house.  When I walked in, the place was a beehive of activity. The place was stripped of everything down to the floorboards.  There were painters hard at work and 3 guys spreading a fluid on the walls and the floorboards.  I asked what were they doing.  He said they were a remediation crew and they were spreading a cat piss neutralizer.  He explained the prior owners had a bunch of cats and didn't bother using a litter box.  He showed me a small closet-like room, where he said there had been carpeting installed half way up the wall and it was the area where the cats were supposed to do their business, but, instead they just did it everywhere.  The interior didn't smell too bad and I figured it would be OK after the additional work.  The full effect of what had happened previously, didn't hit me until we were standing outside and he opened the garage door.  Inside was the torn up carpeting and padding, waiting to be disposed of.  Imagine the worst animal house at the zoo, that you have ever been in and then multiply by 50.  It brought tears to my eyes, the stench was so strong.  I returned home to the wife and told her, I now know why he had gotten the place for a song.

When I was growing up the people next door were hoarders.  You could see the stacks of newspapers getting higher and higher, eventually covering all of the windows.  During the summer, we would see blow flies swarming between the papers and the then-totally covered windows.  At times, there were mice climbing up the inside of the screens.  When the mice were too crowded, they dispersed into the neighboring homes at which point our cat took up permanent residence in the kitchen where they seemed to congregate.  We lost a toaster a month because one of us would pop it down to use it and the entire thing would start to shake because a mouse was in it.

I took YEARS for the city to do anything, and the only thing they would do was bring over some prisoners from the jail and clean the yard.

It's sad and frustrating for the neighbors and the hoarder, I'm sure.

skozlaw: How is pooping outside in a residential area for months not illegal.... what the hell?

Came to ask this...I know if I pooped outside in my back yard I'd be getting hauled into the pokey.

I think the mayor and police chief should shake the hand of the woman who caught 13 rats...

Rats that were drawn, feeding on, traveling around or through, living in and around human feces, etc...

[@ a town get together]: The town owes a debt of gratitude! "Shall we raise a drink?! Cut the cake; pass me that knife! Did you have enough to eat?"

Thank God for the rat catcher!

So, this isn't an Empowered Single Woman Boldly Making Her Way In A Man's World?

I wonder whether cats/T. Gondii are involved here?

Do rats eat shiat? They are probably there for waste piling up in her house. Different, smaller issue that is part of the larger issue of her probably being a hoarder.

We lived next door to a man with mental issues.  Things would be okay and then he would start playing native-American tribal music and line all the windows with tin foil.  The music would get louder and louder day after day and then the screaming would start.  Calls to the police were worthless because he was not in danger of harming himself or others.  Eventually he would be wearing tin foil clothes because of the "rays" and then he would get out his knives.  THEN we could call the cops as he screamed and yelled from his porch how he was going to get scalps and pay back what had happened to his people. (He was Polish-German)  They would take him away for several weeks and get him medicated and release him.  Things would go okay and then one day he would play the music.......

Until she is a danger to herself or others not much can be done.

JesusJuice: ladyfortuna: Sadly this sounds like the beginning of the end stage of applying mental health law and putting her in a facility =/

How is this sad? If she were in my neighborhood, I'd be slashing her tires and putting rocks through her window until she moved, because I don't give a shiat about her or her well-being. People in hospitals do care about such things.

You make a lot of assumptions about people in hospitals.
