I can't figure this one out.  My inclination is to think that this guy would have gotten a tougher sentence if his victim had been Thai, but Phuket is so reliant on tourism that I don't think you want to send a message to tourists that says "Come to pharket, where a methed-up taxi driver will molest the hell out of you and we won't do shiat about it!"

Kind of refreshing that they immediately pointed out which race it is what done it, like it matters. "The black driver...". Because in Thailand, a Thai would never ever try to do something bad to another person.

Not always-
I live in a fairly tourist-y area - the philosophy here is that it's nice to see 'em come and it's nice to see 'em go.
Have met some really great folks from around the world.  Gives me hope on dark days.

OTOH, I've been in the Caribbean and the people that the locals really don't care for are the Germans and the English.  Which is a blanket statement.  I was told, if a local is having difficulty with a tourist, the tourist is usually German or English.  Which is, I think, a really great way to put it.  Implicit in that statement is that not ALL Germans or English are difficult.

Over decades of travel I've found that Americans are pretty quiet and don't really display a sense of entitlement.  We've been told that we're loud and abrasive and generally unpleasant to be around.  Our movies and TV and other media tell us this from an early age.  I think (as a whole) we try to compensate.
Lets face it, I think you're more likely to run into unpleasantness in Disney Land than in a craft market in Bridgetown.
OTOH, in a Whore Market in Asia, All. Bets. Are. Off.

There is also the possibility that this fit the technical defination of the crime, in that the driver was high had an episode where he freaked out and drove around for 5 hours without letting her out of the car after making an unsuccessful pass and groping her. The judge figured no real harm long term he got a scare she got a scare and no one life is ruined by the courts either because no ones life was hurt by the crime.

Our car was broken into, the local police knew who did it but wouldn't pursue it because the guy didn't have a record. It's gotten that bad.
