I'm curious as to what effect this surgery will have when he gets to the age when he should start going through puberty. Will he have further development or has the process been halted completely?

I'm more disturbed by the part of the article talking about a girl in Peru that gave birth at 5 years old.  What sick Fark got her pregnant to start with?!

Well, it's India, so he could have been sent out by the parents to beg in the street with his giant bushy man-penis instead.

The Indian media are notorious at making up absolute nonsense and passing it off as news in an attempt to make modern India relevant and a contender for world leader status. This is undoubtably an example of that - Indian five year olds are better than other nationalities.
I've been there, they believe in about 4000 sky wizards and even the tech-obsessed have an alarming level of dependence upon superstition, it's like a movie set in the Stone Age but with the occasional iPhone as a surreal reminder that it's actually 'now'.
I guess they're infected by fecal mind-control bacteria, most likely engineered by Israel. They all have this virus, as does anyone that's been there, myself included. The bacteria was introduced to one man's ass factory by a baboon somewhere near Hampi, by an Israeli agent dressed as a wandering psy-trance hippy. That one guy who let the baboon blow loads in him then did poops, used his left hand to wash the clumps off his hairy back alley, then washed his hand with his other hand, in ditch water. Then shaped some curry patties, maybe a nice pakora or those paneer samosas you get sometimes in Tamil Nadu. Anyway, the fecal bacteria is now in the food and it spread through the whole country infecting minds like DMT on steroids on acid.
Now they all make absolute crap up over and over again hoping we won't notice it's bs.
I'm not sure how the bacteria affected me, but since I returned from India I've not noticed any inclination to believe or spread nonsense so maybe I am immune.

In America you can't get your teenager to turn into an adult

Treating people like they're children until age 25 probably has something to do with it.

Big deal. In Washington we have a bunch of grown men who have turned into three-year-olds

Reminded me of the case of a kid who started showing signs of puberty and when they dug into the case found out that the kid was mistakenly using his dad's testosterone replacement(?) cream.
Though I have to admit, I always was suspicious that the dad was doing it to 'give his kid an edge'.

/fishy stories are fishy

Requiring that everyone stay in school to get a PhD for entry-level jobs also has something to do with it.
