All on can say is that the future frequency for a region is likely to be similar to the current frequency - e.g. over the next 10 years it is likely there will be 7 earthquakes greater than magnitude 4.
Cybernetic: The way I understand it, these "predicitve" systems show trends based on actual reports, so they're only predictive in the sense that future crimes are more likely to occur in areas where large numbers of crimes are already occurring.
