Not endangered.  It's just ill-eagle to shoot non-game birds in Texas.
They will come from everywhere if they hear a tractor mowing grass and can be seen gobbling up leafhoppers with relish!

Protected does equal endangered. Egrets are quite common.

Crows are "protected" as migratory birds, but they are FAR from engdangered.

Canada geese don't even migrate any more, the lazy moochers. They should be about as protected as possums or coyotes. They've made a bigger mess of the National Mall in D.C. than the entire Tea Party caucus put together.

Crows migrate? Sorry, but I live in SoCal and we have them here all year round. We do have to worry about those herds of pesky ostriches that migrate through here every year.

That's just how smart crows are. They don't actually migrate anymore; they just send specially-trained patrols to repeatedly fly past scientists to maintain the illusion of migration, so they can stay on the list.

Protection should end when they start causing damage. No need to shoot them, just chase them off and tear down the nests.
