I once had an apartment manager explain to me that even though the electric and water was "free", the usage cost was averaged out and included in rent, so the guy in one apartment running a couple of servers one year actually made the rent go up. 

My wife and I have almost no electrical appliances, so we found somewhere that was on an individual meter.
