Also, working retail I came across about 20 or so SS#'s a day, with names, addresses, and phone numbers, often from people with a poor understanding of English, because signing people up for credit cards for my store was fairly good money.

You've already gone over how these are state programs, not Federal. The law doesn't specify that states cannot give these Navigators and Assisters real credentials -- that's just the illogical conclusion drawn in states like Florida.

4) HHS officials were concerned about security risks, but did not look into whether or not they could require background checks,

Once again: these are not federal employees. HHS pretty much can't require anything.

5) HHS has criticized direct phone calls, door-to-door solicitation, but has not banned them, and in some states, Navigators and Assisters are paid based on the number of persons they enroll, creating a conflict of interest.

Back in the late 80's I bought a motorcycle.  Went to the Nevada DMV, took and passed the tests and turned in my old license to receive a new one with the motorcycle rider attached.

Fast forward a few months, hanging out at my favorite bar across from UNLV, playing pool when the bouncer taps my shoulder and asks to see my ID.  I show him my brand new shiny license and he shows me the old one some kid was trying to use to get into the bar.

In 2007, I used my debit card at a TJ Maxx.  A few months later, five different accounts were opened in my name on the same day.  Fortunately, I monitor my credit and cancelled them within a day.

There is a full court press disinformation campaign going on in my state(NC) complete with scary commercials.....combine that with the falling approval numbers for Obamacare ..((numbers for the ACA are sill positive though)...and it seems that what you have is a race against the clock....Can the GOP delay the implementation long enough, make it confusing enough, to twist the already befuddled electorate to win the midterm elections or hold serve?....so that they can drag their feet for 2 more long years until 2016 and then put their anit-christ into the white house and bring about the end times?......Inquiring minds want to know....

Because it seems like whenever the repubs identify an issue which might be susceptible to fraud, like voter registration, they have an insatiable urge to engage in said fraud to demonstrate how easy it is to perpetrate.

It would be a good time to treat identity theft the same way that they treat the drug war.  Create a new agency, have thousands of agents researching identity theft and give the same level of mandatory sentences that were given to drug dealers.    One could imagine that in 20 years the identity thieves population has completely switched places with drug criminals.
