I'm pretty sure I could buy a '75 Nova and hire a pretty good artist do the same thing for something considerably less than $30 million. Oh, this one's autographed by governors and senators, you say? Well, that would make mine worth more.

But then again, if I were going to do something like that, I'd probably opt for pictures of the Cramps in concert.

I think you're looking at it too hard.  It's more likely he's just been infrommed by Fox News.  A significant portion of their viewership still thinks Saddam was working together with OBL to make 9/11 happen.
