OK, from the article:
"The code, when photographed with a device equipped with an app to read it, leads to the website of BootstrapsPAC, described as "a Triangle-wide, all-volunteer, nonpartisan political action committee that seeks to shed light on the significant illiteracy problem among area children."

So why not tell us what the 'device equiped with an app to read it' is instead of this lame-brain description? I hear that there's some kind of 'smart' phone that has this type of capability.

There are devices other than phones that can do that

TRUE STORY ALERT:

I was in college during the protest-happy early 90s (PCU is a documentary).  On a whim my brother and I hopped a bus to the state capital for a rally against proposed cuts to the education budget.  For our hungover asses it was really just a road trip to kill time on a Saturday (see: King Missile) after some all-night partying at a suitcase college.  We literally went to the student center to check our mail, saw the bus, and said "fark it, let's go".

While stocking up for the trip in the campus store we found a christmas coloring book and some markers and large foamboard.  On one side of my sign was just a picture of Rudolph's smiling face that I drew from the coloring book (think "Draw Tippy").  On the other side was a burning Xmas tree with the words "HEY!!" written under it.  My brother's sign said "An ignorant society with REALLY NICE ROADS".  I looked like Al Jourgensen in my ripped jeans, leather jacket and cowboy hat, he looked like a Fishbone fan.

So after a few hours on a bus with some REALLY serious people who couldn't figure out why we were there, we made it to the steps of the capital building or wherever.  Soon enough some other busses from the city schools rolled up and we had some chants going.  I distinctly remember leading a busload of black girls in a chorus of "BUDGET CUTS HAVE GOT TO GO!!! MO MONEY MONEY MONEY MONEY MONEY MO!"  Good times.

Eventually the local news stations came out and began interviewing people.  Of course, my brother and I attracted some attention.

Reporter:  "What does your sign mean?"
Me:  "Are you confused?"
Reporter:  "Yes!"
Me:  "Then you know how an illiterate person feels trying to read all these other signs."
Reporter:  (staring at me, now angry AND confused)

Video of this protest exist, as does video of the news reports.  However, my comment didn't make the final cut.  I wonder why?

STOP ILLITERACY.  LEAD MY SLEIGH TONIGHT.

How does someone end up illiterate in our society? Everything is covered in words. It's almost impossible to not look at words. Like back in the day when everything wasn't slathered in words I could understand how someone would end up illiterate. Now you ask for a Pepsi and you're handed a can that says P-E-P-S-I in huge letters. Maybe the P makes the "puh." Then again I'm clearly not illiterate so maybe making those connections isn't as obvious to them.

Many years ago when I was a private in the U.S. Army making $73.00 per month, I was offered a part-time job by said Army that would pay on the order of $400.00 per month.  Quite a raise.  The job was teaching basic arithmetic to adults.  The catch was that I had to write the lesson plan from scratch.  Think about it: How do you teach 2 + 1 = 3 to adults without counting on your fingers?  I couldn't think of how to do it and had to say no.

Counting other objects would probably be a start. For the love of god, don't have children if you can't figure out how to teach 2+1=3.
