FTA: At 2:47 a.m. Friday the officer cited Walter after she was seen laying on her back at the beach access at 47th Avenue North and was not wearing any pants or undergarments, according to the report

Sounds like she was exposing her genital area. Perhaps the submitter thinks the authorities are being prudish, but it's a pretty safe bet that exposing one's genitals on a public beach would result in being arrested in most if not all US states. The exception being nude beaches.

Which state was it, Maine maybe, that actually allowed public nudity?

To be honest, I don't care. A little more public nudity would be good for our culture.

Getting people to stop freaking out about it on TV would be a good start.

Tonight at 7, a woman exposed her private areas in public. OH NOEZ! Crime and depravity!
Next up, Miley Cyrus performs an endearing dance for family amusement.
Also, these ads for bikini wax kits, complete with under-there nose-hair (I mean No Hair!) shots.

Yeah, that.  This is illegal pretty much everywhere that it isn't explicitly specified to be legal, e.g. nude beaches, massage parlors, and in purely private properties like your house.

Uh, I'm pretty sure it has to be specified as illegal to be against the law.

fusillade762: Sandra J. Walter, 48, of Myrtle Beach was cited with unlawful public exposure of specified anatomical parts

But then they don't specify which parts. I am disappoint.

At 48? You don't want details.

48 and on her back a 2:47 in the morning on a beach? Yeah, I don't want to see that either. Ticket away.
