Actually, I'm pretty sure the party leadership is in a tough bind. The tea partiers took over the party from the pragmatic conservatives, and while there has been finally some signs of life from traditional conservatives, the leadership is still scared shiatless of the Tea Party, and so this is really just to preserve their credibility and prevent serious primarying. If there's one thing that's true about politicians across the board, it's that most of 'em are cowards.

All spending originates in the house, so if they refuse to pay for the bills for the spending that they've already passed, then no one is to blame but them, and they know it.
