Wait, we can make this work.  Tell them the bears are full of, um, lobbyist money and that they can keep all they can catch.

I was told once of a prank where some people told an elementary school they were bringing Santa Claus for the kids to see; they hired a helicopter to bring Santa to the school, only "Santa" was a garbage bag full of tomato sauce stuffed inside a red coat and fuzzy hat. When the helicopter got close enough for the kids to all come running out, they pushed "Santa" out the door and watched him explode into a red mess in the courtyard below.

Dunno if the story is true, but this made me think of it.
