No, because they are conditioned to be vain and stupid as a group.  Can never wear the same dress twice and can't be seen wearing a dress someone in your social circle has already worn.  That puts pressure on buying dresses vs. renting.  Also people want name brand things ($200 white t-shirt comes to mind so this is not gender specific).  Morning shows and magazines do this all the time.  Show two models dressed similarly, but one is wearing top name brands and costs $1,000; The other is wearing off-brands and the outfit is $100.

THAT would be one of my uncles. "How much to rent this power washer for a day? $65? ok. How much if I buy one and return it. oh, 15% restocking fee. ok."  I can see the math in his brain: $200 washer x 15% = $30. "I'll take this one." Yes he is a jerk.
When I worked at Sears we had a real-estate agent that would buy and return lawn equipment (ESPECIALLY lawn tractors.) He'd buy one, use it to mow/maintain the 1+ acre lot he was trying to sell or whatever and return (obviously used) it claiming he never used it. My dumbazzed manager wouldn't charge him the re-stock fee even though he came in OVER and OVER and did this.

Seems like something a 20% "restocking fee" would solve quickly enough, across the board.

I've heard some places implement outrageous restocking fees for returned TVs around that time.

You'd think someone would start a business selling these clothes at a deep discount to be worn once and returned when its over, thereby not needing to do this... You know, for special occasions, like weddings and proms.
