I think it's much more likely that he was expected to have something in his hands but the stage crew couldn't find his iPad.  Personally, I would have gone with a random sheaf of papers rather than entire ream but maybe they do things differently at the Beeb.

Video is a bit short on context. Maybe it was to do with an earlier or later report? The news studio is separated from the office part of the BBC by a glass wall so I can't imagine they'd be a box of copier paper lying around in the studio. There aren't even any camera operators, they're all remote control.

I don't get why they assume he mistook it for an iPad, is there something I'm missing here or is this a case of some youngster who thinks everyone walks around with an iPad 24/7 so this guy must have made this mistake?
