They aren't that rare. Its just an arcus cloud. Likely formed from the condensation of a rotating horizontal column of air in front of a squall line. We get them all the time in the Great Plains and the Mississippy Valley.They look menacing but are completely harmless. Probably a good idea to be near indoors for any subsequent weather, though.

Last I heard, no clouds produce winds of any kind.  Of course, that was back in the early 80s so maybe there was there some new science put forth that I missed.  Are clouds that produce winds an effect of all the climate change we hear about?

Not THAT new.  They were there when I first moved to NoVA in early 2011.

Also... I dunno if I'd call US29 a "street."  It's like 8 lanes of low-speed idiocy, man.

Likely, but not. I got to see the inside wall of Hurricane Ivan back in '04 as it fell apart over western Va. and DC; pretty much looked like this.

I saw a cloud moving like that at about 3000 AGL from a control tower one time. It was moving West to East at about 40 knots and was the most interesting thing we saw in that VFR tower since everyone was staying home that day.

I live in SoCal.  I haven't seen a cloud overhead since 2010.  Seeing something like this would scare my hair pure white.
