working in the Hall of Justice had no time to prepare. Senior citizens and disabled citizens using elevators in the city's downtown district had no way to know what was coming. The entire criminal justice system was shut down without notice. Wayne State University Campus .

When a major storm or blizzard is rolling through you know it and can take the necessary precautions.  On a clear summer's day no one expects the power to suddenly go out because someone let Snidely Whiplash into the room with the master switch.

Because the people on life support get energy from an alternative source (either a generator or they go to someone's house that does have power)

I remember seeing news stories about this sort of specific thing when we had a massive power outage after a storm where I live.

Shutting off utilities intentionally without notice is quite literally illegal.  You're really farking lucky your stunt didn't get anyone killed, because death resulting from negligence would be manslaughter, and you'd be dealing with a criminal charge with jail time instead of just the massive flood of essentially-automatic civil judgments you just earned the city.

Even in the case of nonpayment, note that they still legally have to warn you, and in some states give you some leeway between the late bill and the actual shutting off of the power.

Randomly shutting your shiat off without warning?  Crime.  Also tends to kill people that just, say, happened to be running their dialysis machine at the time rather than just the ones so stupidly unprepared they were bound to beat themselves to death trying to operate a doorknob anyhow.

The move royally pissed off a judge:

The 'message' has Judge Craig Strong fuming. Strong works at the Frank Murphy Hall of Justice, which was shut down on Monday after a prisoner knifed a Wayne County Sheriff's deputy to escape.  The event started a man hunt that left many people in the downtown area stressed. Strong says,"We're in a building that's already on high alert after what happened on Monday, we don't need any more mistakes.  If they we're going to do this they should have given us notice so we could plan around it."
