If you need to shut down part of the grid to make repairs you could plan the work for the middle of the night when temperatures are cooler and people at work or school won't be as effected, or you could at a minimum make sure that people know it's coming so that they're not in an elevator or in the middle of a conducting a criminal trial when the lights suddenly go out.

You might also want to think about not conducting unannounced intentional blackouts on a day where everyone has terrorist attacks somewhere in the back of their minds.

You'd also be advised not to make a statement the next day saying that the blackouts were intended to 'send a message'.

How could he think this was a good idea? Elderly can die in that kind of heat very easily, not to mention the accidents from inoperable traffic lights. At least hospitals should have had generators or something.

What difference does it make if hes only Republican-appointed instead of a card-carrying Republican?  Let me know if any Michigan Republicans come out and say 'Hey this asshole is out of control!' instead of passive or outright approval?  Then again, nothing is ever the fault of the party of personal responsibility.

Also, not to be pedantic but Obama never won the white vote.  Two elections, two white guys won it instead.  So come up with another bs talking point please.

You're not being pedantic, you're confusing different ideas. "A majority of white people voted for Obama"  is a different concept from "A majority of the people who voted for Obama were white".

I think it's obvious that Obama _does_ care about what the majority of his constituency (who are white) wants, so it also seems plausible that the Republican appointed guy pays attention to what Republicans want.

By "parts of the city", Subby means things attached to the city-owned power grid, like public buildings and streetlights.  As far as I'm aware, except for maybe right downtown, no private homes or businesses are connected to that grid.  They are all on the DTE grid like the rest of SE Michigan.  Of course, later in the day, storms knocked out a bunch of power lines on that grid too, but that had nothing to do with this.

It's hilarious to me that we're supposed to hold out some benefit-of-the-doubt that a republican governor in a republican-controlled state, that has the entire state on republican fascist lock-down,  might have decided to appoint a manager for Detroit who inflicts needless pain and suffering on a republican political target, but is also not a republican himself.

What in the entirety of US history can you point to in order to justify extending that benefit?

Nothing new...when the Super Bowl was in Arlington Texas a few years ago, a few days before hand a massive cool front lowered tempuratures below freezing putting a strain on the electrical systems in the city.

NFL officials had the Mayor institute rolling blackouts in Arlington to guarantee the stadium never lost power. Icy roads with no street lights or traffic lights working made for a dangerous crash filled rush hour. Of course, most people stayed home and slowly froze.

From a Reuters article on Wednesday:

Detroit, which sought bankruptcy protection in July, provides power to about 200 customers, mostly government, university and business buildings. Detroit started in August to transfer the customers to DTE Energy Co, Nowling said.
"We need to be out of this business of delivering power and this is a prime example why," Nowling said. "We just don't have a modern grid that is able to handle the load in a thriving downtown business district."
Two of the five main lines that serve the downtown area lost power on Wednesday morning and officials made selective outages to preserve the grid, Nowling said.
"There was a risk of losing more lines coming into the grid and if that happens you run the risk of a larger power outage," Nowling said.


If that Ohio power company had done this sort of thing in 2003, the big Northeast blackout might have never happened.

They can't. At the minimum, the American's with Disabilities Act would trump any and all state laws on the matter. I'm sure there are several other Federal Laws covering this.

It doesn't really matter what political party he is attached to, and I'm not sure why this thread is filled with that debate....the fact is he endangered the lives of people "to send a message". Could have been, this incident needs to be reviewed by the utilities and the state or however that is done in Michigan. Until it is I'm going to shy away from the possible explanation that this appointee is a cartoon villain acting on behalf of shiats and giggles and not the advice of the utilities and city engineers.

He could use some PR help though, maybe Detroit can afford to hire him a PR team.

So the power grid was ignored by the city for decades and now it is falling apart and is the Republicans fault.  I see how that works.  Should an area or two of high demand users be disconnected or should they wait until the entire region goes down domino style?  Granted it sound like it was done in a dickish way.

Sounds about like the Atlanta sewer system that used to dump raw sewage in the Chattahoochee under a Democrat controlled state house and senate, Democrat Governor, Democrat county leadership and of course a Democratic series of mayors (the last of the useless ones ended up in jail).  It took a federal judge to put the hammer down to spend $1 billion + to fix it.
