Detroit's electrical infrastructure has problems.  There was a heat wave moving through the city, so people were using their air conditioning and putting a load on the system.  The city's emergency manager decided to make repairs on the system in the middle of the day on 9/11 and felt that people using their power was making that difficult.  Instead of giving notice that there were going to be rolling blackouts so that people could prepare, his people just shut power down without warning to large chunks of the city, including Wayne State University and the Justice Building that houses criminal trials.

People were understandable freaked out about this, some being trapped in elevators for hours, and since it was done in the middle of the day in the middle of a heat wave a lot of people were stuck in very hot buildings/rooms/apartments.

The next day the emergency manager's spokesperson said that they shut the power down without warning to 'send a message' because apparently people weren't voluntarily blacking themselves out fast enough, despite there apparently being very little to no warning or request for them to do so.

His party affiliation, if he's a registered voter, would be public record but you usually have to pay to get access to that info. It doesn't seem all that relevant though to the story. Basically, a Republican seems to have appointed an asshole and hasn't taken any steps to remove him from a position he has shown he is clearly comfortable abusing.

Well, he's insulted union members, misrepresented the facts about how underfunded the city's pension plans are, pushed for bankruptcy to leave those pension holders with nothing instead of working to pay those obligations, and has repeatedly disregarded the wishes and policies of the democratically elected mayor of the city.  His actions certainly make him seem Republican.

No, because those aren't at all the same thing.  Obama wasn't elected and re-elected because of his race, or the race of those voting for him.  He was elected because of policy views.  No one appointed Obama, he was elected by a majority of the people.

Political appointees are typically appointed because they share the views of those who they appoint them.  Obama wouldn't appoint a Surgeon General who wanted to abolish the ACA or a Supreme Court Justice who wanted to completely dismantle the VRA.

If you need to shut down part of the grid to make repairs you could plan the work for the middle of the night when temperatures are cooler and people at work or school won't be as effected, or you could at a minimum make sure that people know it's coming so that they're not in an elevator or in the middle of a conducting a criminal trial when the lights suddenly go out.

You might also want to think about not conducting unannounced intentional blackouts on a day where everyone has terrorist attacks somewhere in the back of their minds.

You'd also be advised not to make a statement the next day saying that the blackouts were intended to 'send a message'.

You just don't understand. He needed to black out large portions of the city in order to prevent large portions of the city from blacking out.

TuteTibiImperes: BunkyBrewman: Civil lawyers should be licking their chops right now.  This dipshiat just cost the city of Detroit hundreds of thousands of dollars, if not potentially millions once the lawsuits start rolling in from his deliberate actions.

The move royally pissed off a judge:

The 'message' has Judge Craig Strong fuming. Strong works at the Frank Murphy Hall of Justice, which was shut down on Monday after a prisoner knifed a Wayne County Sheriff's deputy to escape.  The event started a man hunt that left many people in the downtown area stressed. Strong says,"We're in a building that's already on high alert after what happened on Monday, we don't need any more mistakes.  If they we're going to do this they should have given us notice so we could plan around it."
