If I had to put money on it, I would probably agree. But TFA is too vague about the circumstances, so it's kind of hard to tell for sure:

FTFA: ...an eagle-eyed teacher, who has not been named, became uneasy about the behaviour of a youth who was mingling with pupils.

A member of the school's staff saw someone acting suspiciously.


That could mean so many different things that it's impossible to tell whether or not it was really justified. If he was just obliviously wandering around near the kids, then the teacher overreacted. But he could have been interacting with them in a way that possibly made him look like some kind of predator.

Also, drug dealer? Where did subby get that from?

Meh I support legalization but this is a school and he shouldn't be selling there. And considering his age he shouldn't bother with the stuff anyways. That being said I hope the punishment matches the crime (community service or some such).

Given the available information  I think it's at least equally likely that he was just acting strangely because he was high. "Acting suspiciously" could mean any number of things. I'm not discounting the possibility that he was trying to sell them some of his "green herbal matter", but there's certainly nothing in TFA that would cause me to make that assumption.
