"Burdensome" isn't the half of it.  It's ridiculously confusing as to what was subject to it and what wasn't.

Write custom software: yes
Sell shrink-wrapped software: no
Everything in-between: maybe.  Even as far as changing the run-time parameters of shrink-wrapped software might count as a taxable service.

As I understand how the law works, if I were to sell custom software to say Bank in America in Charlotte that Massachusetts would be owed their tax because they have branches there.

Fact.

That and the fact that this law was a great way to try to kill one of Mass's fastest growing business sectors.  Brilliant lawmaking all around.
