Does the law explicitly "allow" blind individuals to receive concealed weapons permits, or is this situation a consequence of the law not explicitly prohibiting blind individuals from receiving concealed weapons permits (and also due to a lack of a proficiency test for permits)?

The former situation may be a consequence of overzealous and overreaching advocacy, while the latter situation is more easily explained by legislative oversight, yet I suspect that the latter incident will often be attributed to the former cause by individuals who feel no need to fully research the subject.

Except legislative oversight and deliberate loopholes are how you get crazy awful shiat to pass w/o any consequences at the polls. It's the modus operandi for most of the NRA lobby. Not having a director of the ATF, on purpose, is insanity.

i have the movie blind fury on dvd and i love it for being so cheesy.  the best part is the climactic battle at the end when rutger yells for the kid to throw him the sword, and there's this slow motion shot of the sword flying through the air, and rutger reaching out to grab it ... and then it flies right past him cause he's blind, remember?  i just about died laughing the first time i saw that.

i saw it, and it completely beat my expectations for the movie, based on the poster and trailer alone.

/they were very low expectations, so dont get all excited about it.

The word blind is generically used to describe not only people who have ZERO sight, but people who have issues with their sight to the extent that they are considered "legally blind".

A person with 80/20 vision or whatever may not be able to operate a car without glasses/contacts and could be considered legally blind without them.  Same thing with people who have serious issues with peripheral vision or even people who have no sight in one eye and have depth perception issues, etc.

Exactly what reason is there to deny someone with 'legal' blindness the right to defend themselves?

"In determining legal blindness, visual field (the part of a person's vision that enables them to see what is happening to the side of them) is also considered. A visual field of 20 degrees or less is considered to be legally blind.  Eye care professionals can assist in diagnosing legal blindness."

This one was one of the first R rated movies that I remember seeing as a kid.  At the time I thought it was AWESOME!

In other words, a person with tunnel vision could have perfect eyesight straight ahead and could potentially be the worlds best sniper with a spotter calling out targets. They still wouldn't be allowed to drive a car because they wouldn't notice anything on the road around them.

Of all the potential issues ever with guns this is pretty much the biggest non issue ever. So what if the person has absolutely zero vision at all. This isn't some cheesy movie world where all the blind people are going to start waving guns around firing at every sound they hear.

It's exactly what you think it is. In the thrilling ending, he replaces the body of a bandit in a casket with dynamite to take out the rest of the gang at the funereal. The plan backfires and the explosion leaves him deaf, too. However, he uses his keen sense of smell to locate the bandit leader and shoot him down. Also, you see one of Elizabeth Shu's boobs for about a second.
