This study wasn't designed to test whether or not the anti-bullying program was effective, it was just an examination of determinants of bullying using some shiatty data. Anti-bullying was used as a school-level control variable which happened to be very statistically significant in the direction they weren't expecting, and there are tons of reasons for that possibility.If they were actually testing effectiveness of bullying, they'd probably use a DID model, not a heiarchical linear model.
