It's a very simple monoalphabetic replacement cipher. All you have to do is swap in a different letter for each of the individual letters, and it gives you the answer, as decoded below:

When you list all the 5-letter groups vertically with the 3-letter group left over, it seems to look like it might read vertically from top-down.  A lot of double-letter combinations happen with no triple-letter combos, indicating real words.

I gave up shortly after that, of course... ain't nobody got time for that.

I don't think it's encrypted or otherwise coded with anything special other than some eye-fooling tricks.

If you take out the spacing and dump the Q letters (Decoys) then words start appearing all in dyslexic and misspelled forms..

I wish i had more time to work on this.. I spent about 20 minutes inbetween real tasks and this is what I came up with so far:
