NFL says otherwise.  If the refs knew the rules, it would have been 1st down 49ers.

What the hell are you talking about?  The old head of NFL officials said as a 2 dead ball penalties, they should have offset and been 4th down.  That's the way it has always been.

Matthews deserved the penalty and the 49ers tackle deserved it for headbutting Matthews after the play.

You could see Staley headbutt him in the video.  They are just covering the ass of the refs on the field about that... either way, the refs incorrectly interpreted what they called on the field.  The Packers still would have lost (they played terrible in the secondary and let opportunities slip) but that is a joke of a statement.

For some reason, I was thinking the punch/head slap was directed at Kaep, but, I was a few beverages into my afternoon at that point. Either way, and after re-watching it, it would have dropped Staley if he landed it on the ear hole.

I believe subby was referencing the time back in 1997 when Jim Harbaugh punched Jim Kelly.  This is back when Harbaugh still played for the Colts, and apparently a few weeks before the incident Jim Kelly had made some comments that Harbaugh was soft, or something to that effect.  Ole Jim took offence to that, and when he bumped into Kelly a couple days before a game he punched Kelly so hard he broke his hand.

As a Colts fan I must thank Harbaugh for doing that.  He missed the next 4 games because of his injured hand, three of which we ended up losing.  This is important to note because it led to the Colts having the worst record in the league, giving them the #1 pick in the 1998 draft.  The team with the #2 pick that year was the Chargers who were one game better than the Colts.  What makes it really interesting is one of those 3 games the Colts lost while Harbaugh was injured was against the Chargers.  Now, even with Harbaugh starting the Colts were a bad team that year, and there's no guarantee they'd have beat the Chargers anyway, but San Diego was pretty bad that year too and having Harbaugh in the game could have easily made a difference.

Of course there's also no guarantee that the Chargers would have chosen Manning instead of Leaf if they'd ended up with the #1 pick, they may very well have gone with Leaf anyway.  Seems ridiculous now but at the time there was a lot of speculation as to which QB would be drafted first.

Anyway, thank you Jim Harbaugh, for doing your part to help ensure over a decade of sustained success for the Colts.

That would be correct.  Also, Harbaugh lost those game checks as it was an off the field incident

Staley is just holding on to Matthews by the pads.  If there's any helmet contact by Staley it's because Matthews is out of control and has a grip on Staley's facemask.

The other fun thing is that when he was let go from the Colts, where did he end up (after a year in Baltimore)? As a backup to Leaf with the Chargers (and went winless while finishing up that 1-15 season for Leaf that led to the Chargers getting Vick and trading for Tomlinson and getting Brees).

your clip doesn't show the initial moment Staley came up to Matthews and hit helmets, which they did show on one of the replays, but not on the one you linked to.  I won't blame you for not see it as I haven't been able to find that replay linked on youtube or anywhere else.  It did happen though.

"your clip" is just 1 of many angles the NFL has.  They said Staley should not have gotten a penalty, 1st and goal.  Deal with it.
