Reagan and/or his speechwriters had some great lines, some of which might actually make sense in a different context. Why wouldn't Obama or any other president re-use them? Morning in America, slipped the surly bonds of earth, tear down this wall, facts are stupid things... they're all good. Well, maybe not that last one.

it had to be one of the possible reactions in their gaming of this scenario.

there's the worst possible ,we bomb, they retaliate and it escalates across the region.
and the best, Assad steps down willingly without a fight.
too bad we can't see their probability chart to see where this outcome fell
I'd wager it was one of the higher probabilities and one of the best outcomes possible but that's just my opinion

The thing is, "verify" is a synonym for "don't trust".  By definition, if you have to verify something, you don't trust it.  So Reagan is just saying "Trust, but don't trust"

Trusting someone is letting them make decisions without your input.

Faith is knowing those decisions will be good with no proof.

As a non-theist, I have no faith.

Therefore, I will trust you to make that decision without my oversight but I know it could go either good or bad so I'm preparing for the eventuality of both.  To so so, I need to verify which path I need to be ready to address.

The trust extends to the fact that if you make a bad decision, I will only gently correct without blame or anger because it's all about learning and it is my responsibility anyway because it started with my trust in you.

That's just the way I view it for myself, though.
