A cat taxi fare is reasonable.  Would you rather the cat drive himself?

Owners NMP accepted a number of expenses were submitted "in error".

The error being that they didn't think anyone would check up on the expenses. Anyone who pays that much money for a taxi ride should be executed on the spot, cat or not. There would have been lots of more economical options, which they chose not to bother with because they didn't think they would have to foot the bill.

It wasn't a cat. This is all just a mix up.  One guy said "hey, let's walk there." and the other guy said "No, I'll just take a cab" and then the first guy calls him a pussy.

It depends. Longcat could reach the pedals and see out the windscreen at the same time. Shorter cats, probably not.

Please excuse the caps, but the Apple end user agreement plainly states:

Friends who are auditors for large companies laugh when they see this kind of news because it's something they see day in and day out. The big difference is that for the most part the public never knows about fraud inside of corporations because they don't want bad publicity. It's only the rare case where they take the employee, vendor, whoever to court that you hear about it. There's a very high bar that must be met before the potential for financial recovery exceeds that of the negative publicity they'll receive, especially for companies that handle money or security. But I'm not an auditor so I don't know if it is really as true as they say it is. Any auditors on Fark want to chime in?

What a cat "taxi" may look like: (I think they are branded "Pet taxi" but that amount for one would still be pretty expensive.)

Not an auditor, but yeah, you haven't seen waste until you've worked inside a major corporation. Government waste doesn't compare, except the military.
