It was choreographed by underlings over a longer period of time, but yes - the final decision-makers would have met in person at G20, I'm sure.

What I find interesting is that Putin is saying, "You better knock it off or the US is gonna kick your ass", while the US Secretary of State is saying the US response will be "unbelievably small".  I'm inclined to think Kerry panicked and fell back on his usual "say what they want to hear to get their vote" behavior.  This is a Bad Thing, if he's out there improvising bullshiat as a matter of foreign policy rhetoric.

Russia wants an outcome in which Russia maintains its influence in Syria. I'm not sure how tied in Assad is personally to that strategy, or if he's just the guy who happens to be in charge in Syria. Russia would probably dump their support of him if they could be assured that the next guy would be amenable to Russia's influence.

Hey remember that time Gaddafi surrendered his WMD program in return for normalized relations? how did that work out for him? Lets ask him abou....Oh wait...right..awkward

This move does allow all sides to save face, the US gets their red line and the WMDs, Russia gets to keep selling their "top of the line" systems without NATO disproving their abilities, and Assad gets to keep killing his people. The losers are the Arab world as Iran does not get de-fanged with the loss of Syria and a weakened Hezbollah, the Rebels, Turkey, and Israel. This will buy time but the conflict will spill over outside of Syrian borders and if Turkey gets hit with anything more then errant rocket fire then NATO will have to get involved.
