According to Americans for Nonsmokers' Rights, cigarette butts are the most commonly discarded item globally. Environmental and public health groups decry the scattering of those nonbiodegradable filters.

Citation needed. They're typically cellulose acetate, which takes a while to decay depending on conditions, but it's hardly plastic.

Could have fooled me!  I drive down to Waukegan at least once a week and the way people speed at least 20 over the limit and drive like complete asshats down there (and the complete lack of police) makes me think they actually don't have any sort of law-enforcement.  I think cig butts are the least of their problems at this point.

I'm a smoker and I don't have a problem with this.  We often have "no-litter weekends" or whatever here in Georgia where the GSP will pull you over and give you a $600 ticket for throwing out so little as a cigarette butt.  If you create trash, you deal with it.  Most cars have ashtrays so I don't see the problem here.

I don't see how cigarette butts are any different than chewing gum, beverage containers (especially glass,) fast food wrappers and bags, or any of the other things people throw from their car.

Littering is indeed littering but there are degrees of effect involved.
One discarded butt is a third strike? So if I have two strikes already say for murdering a savage pack of nuns in self-defense (strike one) and inadvertently exposing my steely erection (you can bounce pennies off it) at the mall when a gust of wind blew my clothes off (strike two) then all it takes is a casually flicked cigarette butt between the eyes of one of them there motorsickle cops and I'm in a cage for the rest of my natural?
I can understand if I were dumping metric boatloads of toxic sludge somewhere nice, but this is one pissy lil' bit of nothing that some birdy will no doubt welcome as nest making material, and it's not somewhere nice, it's somewhere so screwed up that even the Devil went down to Georgia instead.

It pisses me off to no end when we go camping, and the spot is littered with cigarette butts a mere 5 feet from a cast iron fire pit. Somehow the effort of walking over, or gee, how about filling a paper cup with a little water in it with your remnants, and tossing THAT in the fire pit, seems to be beyond their comprehension.  You wonder if they do the same thing in their own back yard, or at their friends' houses, or double-wides, or whatever...

I did this and got a ticket-littering basically. Paid the $400 plus fine and have never done it again, don't even smoke in my car, it's not worth it.

That. Not to mention, as a former smoker, it definitely distracted me when I'd try to put out a cig in the ash tray, because the damn things never want to go out and the stench of burning filter really sucks too. So then I have to grab the water bottle to put it out. All of that truly is distracted driving. Throw stones if you want, but the fastest, easiest method of disposal was right out the window. One butt on the side of the highway beats the snot out of a potential accident.

/now I kinda want one, dammit

Really? I haven't ever owned a car built past 2001, but certainly it's still an option.

As for the butts, if you didn't run around taking all the ash bins away OR use them as trash bins and complain when one catches fire because some retard used it as a garbage can (yes I know it's round and has a whole in the top, like a lot of people!). 
I see more fast food wrappers, plastic bags and soda/beer/energy drink cans/bottles, porn mags, drug paraphernalia, Dog poop piles and even more stuff I'll not even mention, discarded all about the place then I do cig butts and by the way, I walk & take public trans so I see even more of it then people in your polluting, lethal fume emitting, gas and oil consuming, noise polluting drivers do! Trash is trash, put it away where it belongs period.

Really, the "smokers package" is a cup holder insert with a flip top. 12v outlets in cars aren't heat rated anymore, either. They're there to be strictly power ports.

As recently as 2006 or so, I believe Daewoo still included lighters and ashtrays, but not sure if that's true anymore. You definitely won't find them in most American and Japanese cars, if any.

And whats the difference with having butts in a container in the car to trash later? You already have the smell in the car, loose ash around while smoking and probably an empty pack or two on the floor. But why does the butt make them go 'Im not having that shiat in my car' and they toss it out onto the road?
