Based on the article, it's possible that the guy who had his house torn down switched the numbers so he could sue the city for a new one.

Isn't there a longish procedure when you do something like this?
- verify the address
- seal off the place
- put up clear signs
- ensure there is no one in the house, including scared children or pets that might be hiding
- (go thru the place and pocket any valuables)
- get a final sign-off
- shout a warning, blow a horn
- demolish
[You'd think the people whose house is about to get wrongfully demolished would know and call the cops.]

Or...do you just drive over there in a bulldozer, enter thru one end and out the other??

Yours is a funny country, health care for citizens is not a guarantee, but if your house isn't up to scratch someone will come in and bulldoze it whether you like it or not (or the one next door if you swap the numbers over). Apparently the owner doesn't want it demolished, so why not just leave it be?
