Judging by the article, and it's often difficult to understand World Net Daily articles, but it appears that it's not about the Gypsy people, they're just using that term because they weren't sure how else to throw something racist into the article.

A new law allows someone who has lived anywhere in Colorado for 22 days to walk into an election polling location in another district and, with a statement of intent to move to that area, be given a ballot.

Okay ....

The old law also required a voter to live in a district for 30 days prior to an election to avoid "gypsy votes" coming in from other areas of the state.

So this is about 8 days?

Jon Caldera, president of the free-market Independence Institute in Denver, said the new law turns the recall elections into a state-wide free-for-all in which supporters can bus in people from all over the state to cast a ballot.

Supporters of the law claim these scenarios amount to nothing more than fear mongering because the legislation provides stiff penalties for those who lie about their intent to move. However, Moreno insists there's no way to enforce it.

"They say there is protection because if you are challenged and get caught and are found guilty it is a felony and you could face up to one and a half years in prison, but unless a person admits they lied and had no intention to move there, it would be difficult to prosecute. The problem is once that ballot is cast there is no way to find out how they voted since it is anonymous. We have some grave concerns about this law."

free-market is more of a branding thing for the GOP. If you go to Popeyes they sell you chicken and do not pop you in the eye. If it actually meant what it implies then every policy the GOP free marketeers put out wouldn't be to the benefit of established players.

Having actually skimmed a paragraph or two, it would seem these voters are gypsy voters the way some cabs are gypsy cabs and some moths are gypsy moths. In other words, not even slightly gypsies. Just somewhat mobile in a spontaneous fashion, really.

Nice though the image is of a horse-drawn wagon and swarthy folks in colorful scarves would be to the story, of course...

By and large, people don't care enough about elections to even show up, much less vote twice or otherwise illegally. This is something republicans just can't grasp because it is something they think THEY would do to tamper with an election.

I think they're using it as a catch-all for trailer-park dwellers and people that have to hitch a ride to the polls, they don't mean the Eastern European pseudo-ethnic-group Hitler was talking about.

The US's corresponding pseudo-ethnic group is usually called "white trash", by the way.  None of the sub-poverty nomad types get names or reputations that are terribly complimentary, but other than that common ground they're pretty culturally distinct.

I'd pay money to see video of him trying to work up the courage to actually do it. My guess is that he'd get as far as a polling place in the other district, stand still for a bit while a helpful old woman looked on expectantly, piss himself, then run out the door.

As an 18 year resident of the Denver area, I have seen and heard far more of him than I can stand. While he portrays himself as a bootstrappy, libertarian, free-market, Ayn Rand afficianado, he has done nothing but be a conservative talk radio host and worked for a "think tank" since I've known of him. Nice work if you can get it, I suppose.
