What the DOJ said was it wouldn't sue to stop the state's from starting their respective legal markets, but would jump in as soon as it felt things were getting out of hand, such as:

Growing marijuana on public (read federal) land with danger to public safety and the environment.The retail sale and marketing of marijuana to minors.The illegal use of firearms in the cultivation or retail sale of marijuana.Evidence that money from the growing and sale of marijuana is going to drug cartels and criminal enterprisesEvidence that marijuana grown in legalization states is being shipped out of state.

I supported, worked for, and voted for I-502, and I am quite happy with those restrictions.  Recreational use of pot should be treated the same way as recreational use of alcohol.  Growing it on public land is a no-no, because it's not your land.  Selling it to minors should be prosecuted just like selling beer to kids.  Illegally using firearms to cultivate or sell pot is ...well, illegal.  That's why the call it that.  Giving money to crime gangs is also illegal.  Preventing people from shipping it out of state is just good business.  Come here, smoke up, stay in a hotel, buy some snacks and pizza, support Washington State's economy.  Bring lots of money, and spend as much of it as you can.  If you want to smoke pot legally in your own state, get off your butts and submit an initiative.

(Also, driving stoned should be prosecuted just as severely as driving drunk.  I don't care what people say, no you  don't actually drive better when you're high, you just don't notice your fark ups as much.)

Even William S Burroughs, of all people, said it was a bad idea to drive while high on marijuana. If old Bill Lee tells you to avoid something involving drugs, you better damn well avoid it.

Oregon almost certainly. Advocate groups asked the legislature to deal with it this session, basically threatening to put it on the ballot if they didn't.

It was on the news this mroing  a mother in ar who had kill her three kids. they are taking the three babby back to new york too lady to rest my pary are with the father who lost his children ; i am truley sorry for your lots

I wish Minnesota was a bit more in step with Washington as far as mary jane goes. If nothing else, hemp would be a good crop to rotate with corn and soy. Amusingly, I was curious what the biggest crops in Minnesota were and the first result was a Norml article.

Know the difference between a drunk driver and a stoned driver?

A drunk driver will blow through a stop sign no problem. A stoned driver will stop at a stop sign and wait for it to turn green.

Failure depends on what your goal is. If the goal of the war on drugs is stopping drugs, then it's a failure. If it's a scheme to fill up prisons and deny constitutional rights, it's a great success,
