Congress still has to fund the government and raise the debt ceiling, but now they just don't have the time or airspace to fight about it. So what will they do?

This is what the GOP has been waiting for with all of these votes to defund ACA. In their minds if they kept this going long enough it would get to the point when Obama was going to desperately need them approve something and they could hold ACA hostage for that approval. They think that they have this now. I can see them rubbing their hands together, smirking and giggling to each other "We got him now!". Unfortunately for them he could pull out the War Powers Act and tell them to go sit and spin.

Can't the president unilaterally authorize military actions lasting up to 30 days without congressional approval so long as they start on a day that congress isn't in session or something like that?

I doubt we'd need more than 30 days to eliminate basically all the practical military power of a nation whose air force and air defenses are essentially nonexistent.

I mean... we  shouldn't go after Assad's military infrastructure without the support of NATO, the UN, or at least some sort of international coalition.  But Obama  could, and the GOP are idiots once again on this one.

Meh.  Obama's wet dream: the GOP voting on record to hold NATIONAL SECURITY! hostage for partisan domestic purposes.  Letting evil Muslim Syria (and RUSS(R)IA!) triumph over 'MURICA!

Maybe the only thing that could guarantee Democrats taking the House and keeping the Senate in the upcoming midterms.  Older Republicans would sit out the election just to purge the Teabagguettes pushing it.

I gotta be honest and say I don't understand the big deal people are making over the fact that Obama went to Congress for this, like its a huge new thing no one has ever done before. Both of Bush's wars were authorized by Congress. Libya wasn't, now this will/will not be. Why are people acting like this is setting a wonderful new precedent? Isn't it, in fact, Bush who set that precedent?

There's a difference between declaring war and authorizing the use of force, although the line is much more blurred since the end of WWII.

No, the President does not have to sign a formal declaration of war. The power to declare war is solely vested in Congress.

However, Congress is not contemplating a declaration of war, formal or otherwise. While many (myself included) think it should be necessary to declare war to use force against other countries except in exigent circumstances, the US has not followed that line of reasoning for a very long time.

The War Powers Act isn't contingent on Congress being in session.  The President can unilaterally authorize military action without Congressional approval provided that he provides a report within 48 hours.

I just scanned TFA, but it looks like no one in congress actually suggested that this was something that was being considered. I think this is just an academic exercise on the part of the author since, if I'm not mistaken, Obama doesn't need congressional approval to launch an attack on Syria. If they tried to pull this, he could just say "nope" and send the missiles anyway.
