The revenue from the sales of those used landmines is already spent.  The more the the anti-landmine people destroy, the more opportunity there is for new sales to replace them.*

*1. Mines aren't going away until China has a population less than the US; iow, never.
2. The places current mines are being picked up/exploded, even if they are at peace now, are the exactly the places where war will break out again.  Belgium never learns.
3. If manufacture of landmines was banned, amateurs would just pick up the slack. See: IED's

4.  Landmine manufacturers responded to anti-landmine campaigns by introducing "civilian friendly" so-called "smart-mines" which automatically go inert after a pre-set time.  This mechanism grossly inflated the price of the mine, and also required the mines to be replaced after they expired.  It inadvertently created a whole new,  much more lucrative business avenue for landmine manufacturers.
