About five or six years ago my university became "smoke free." No ashtrays, no designated smoking areas, just no smoking, period. At the time I was a smoker and I was pissed. I found a solution by hanging out with the guys at the welding shop, who openly flouted the rule. For some reason no one wanted to tell a bunch of heavily-tattooed motorcycle-riding guys that they can't do that. Since then I have quit smoking and I really notice the absence of cigarette-butt litter. That shiat was everywhere. It's really much nicer now.

I can walk about a mile in any direction on the streets around my home and I'd probably be able to see at least one  cigarette butt at all times. Absolutely for litter.

Another article points out this is not just for cigarette butts.  Apparently prior to this butts weren't considered litter.

The penalties just get stiffer from there, on your third conviction you face a class 4 felony and at least a year behind bars.

That's right. 3 convictions and you're a felon thus making you ineligible to own a gun. At least in Illinois you retain voting rights after your release.

I'm a smoker, and if I flick the lit end off and put the butt back in the pack to dispose of later it makes the rest of the pack stink. I'm betting the move trash cans away from the door due to smell issues.

I don't care if people smoke. I don't do the fake cough when smokers are around or anything. If you're outside, smoke 'em if you got 'em.  But it does bother me the amount of people I see here in on the freeways of southern California throwing lit smokes out their window. Especially up here near the Ventura County/Los Angeles County line hills and Malibu canyons.  These are adults. Grown men and women just casually throwing trash that's on fire, out their windows. Really?

It's not much to keep a can or bottle with a little water in your car to put your smoke out.

Its the new version - or maybe the the new variation - of the good old government revenue stand by, the sin tax.

This is far less about public health and far more about finding a way to replace the declining revenues in Sin Taxes overall. It used to be that municipalities could count on cigarette taxes as a revenue stream. However, as cigarette smoking has declined, many places have found that even raising the tax to ridiculous levels is not enough to offset the decline. Illinois, just like other places., are feeling the pinch of lost revenues. Makes sense in a way. After all, how is the government going to pay for the graft?

Sin taxes have been the boon for politicians since forever that allow a revenue stream which is not questioned. But now the well has almost run dry on this one. Given time though, I am sure politicians will target a new stupidity as a solution to easy revenue.

The really alarming part though is raising this particular cigarette thing to the level of a felony. Although, even that is is in line with America's pathetic lust to brand every person in the country a criminal of some sort. So I guess I should not be surprised.

We've had council workers who think that they're police officers roaming the streets issuing on the spot £50 fines for this in the UK for a while now and I'm ashamed to say I got hit with one last year. What really annoyed me is that I found out the next day that I didn't legally have to give them my details and could have just walked away, however I assumed at the time that it was like if you get stopped by the police for something minor and that if you're apologetic and forthcoming they might let you off with a warning. This was not the case. That said, it did work as a deterrent and I always bin them so maybe it's a good thing but $1500 is a little bit of a ridiculous amount.

I am stuck here in IL, helping out a relative for the near future. Once that ends, I am high tailing it out of IL as fast as I can. The politics of this state are abhorrent.
And I am not just talking about Chicago. The culture of corruption in in the entire state is as bad as it gets - maybe worse.

The law was broad, but essentially aimed at Rod Blagojevich before he was convicted.

The fine is a ridiculous amount, but I'm down with it. I smoke and I'll admit to tossing them out on occasion (I got a new car without an ash tray and didn't get around to buying one for a bit). I actually used to think the butts were bio-degradable (they are, just takes a long ass time). I also used to justify it by saying "oh well these millions of tons of asphalt they poured all over mother earth aren't eco-friendly". But I have an ashtray now and have stopped my littering ways. I really don't see this being a game changer though. Anyone with a lick of common sense isn't tossing out butts if they know cops are around anyway.

/but we smokers have abandoned a bit of common sense just in practice, I suppose.

Yeah, the fine is out of control. Besides, cigarette butts are a rather small issue when viewed in relationship to the polluters of the entire region.

I am going to bet at least a few of them on the map are not exactly the cleanest of the clean. Yet, smokers get the blame because its what people can latch on to and is the ongoing cause célèbre that allows privileged, entitled people to divert attention from their own shortcomings. I mean, in the the big picture, cigarette butts, while they should be disposed of in a proper manner, are not the great scourge of the environment that the Oprah Loving Suburbanites would like to make them out to be. And elevating the issue to that of a felony is beyond ridiculous.

Just another arse politician looking to make a name for themselves.

It shouldn't result in a fine, just some minor community service to deter future littering, and it should apply to all littering.

Throw out a ciggie butt? You gotta pick up 100.
Throw out a soda can or a fast food bag? You gotta pick up 100.
Murder a prostitute and throw the body in the spillway?

Not gonna read the entire thread but: GOOD!

I smoke.  I smoke while I'm walking or in a designated smoking area.  I always field strip my cigarette no matter where I am and either put the butt in a designated receptacle or my pocket if one isn't around.  It's not that difficult, but unfortunately some people are idiots and can't even hit a designated butt can (while they are standing right next to it), so designated smoking areas keep disappearing.  Let idiots that do not have the courtesy to not throw their shiat on the ground pay a hefty fine.

I moved from a scummy apartment building, where people would routinely empty out their car ashtrays onto the parking spaces.  Some people just don't care about anyone, not themselves, not others.  If they ever do get fined for this behavior, they'll then just whine about the laws making them poorer.

Since I moved to a rural area, I never even see people smoking.  I do however still see the occasional beer cans/bottles tossed to the side of the road.

The fines seem excessive but my general reaction is "GOOD".

I'd say two days out of five I will get behind a vehicle and at some point on my incredibly long 7 mile drive home and someone in the car in front will throw a lit cigarette butt out the window.  If you are that inconsiderate and selfish I'm not going to shed too many tears for you.

Well those plastic cigarette trash receptacles are no solution, for they had one burn down outside the store where my wife works.  I also recall an episode in hs, when a girl placed her cigarette in the paper towel holder in the bathroom.  We all got to go outside for some fresh air.  Too many smokers don't care where their butts go, and after years of watching cars spitting butts out windows, I am all for the new littering fines.

Bull, you see cig butts on the ground even when there is a trash can visible. As a matter of fact, i have a pic of a trash can with a built in ashtray with a winters worth of cig butts on the ground visible once the snow melted. Smokers just threw them into the snow AROUND THE TRASH CAN. This, more than any other reason, is why I vehemently dislike smokers.
