It's basically saying "I don't want to offend anyone on this issue".  But, at that point, you still are offending one side.   I mean, if someone said "I'd really like slavery to be made a states rights issue again" right now, you are going to offend a lot of someone's, even though you might think you are making both bigots and non-bigots "happy".

"Civil Rights" issues should in 99.9% of cases never be left up to the states.... the problem with that is, the GOP doesn't believe most people should have civil rights anyway.  Well, most people, other than the corporations that are now "people", Civil rights are probably good for them.

Give everyone on an individual basis the opportunity to decide whether or not to get gay married and they will decide. And they will marry or they won't. But somehow I doubt that's what you meant when you said "but by the people themselves."

the Wyoming Senate candidate wasn't supportive of same-sex marriage, despite having a sister who married her longtime partner in Washington, D.C., last year.

It takes a special kind of bigot to want to oppress your own kin.  Civilized countries do not put civil rights up for popular votes.
