In experimentation, the brain or other parts are often needed for later examination. I knew someone who did research in epilepsy by invoking seizures in rats with an electrode. After death, they needed to confirm the electrode placement. They kill them by decapitation because 1) it doesn't cause any damage to the data and 2) it was assumed to be quick and humane. I'm guessing this group wanted to test that assumption, perhaps with specimens already slated for the chopping block.

\It sounds bad, but we need the research. The animals are well taken care of, otherwise. Lots of regulations.
