I dunno. call me Greedy but you got 25,000 suckers lined up. Might as well get a few of the sheep in to the pen and fleece them for books, tuition, lousy food and lodging. Select a few of the bottom dwellers bring them in and make the courses so hard, they drop out. Everything is non refundable. We won't use those books next year. Take 'em with you.

I remember that happened to me in Fallout 2. I needed access to a certain part of the city, and the only way to get there was to take a test that I was doomed to fail. The grade appeal process was swift and brutal.

This doesn't make sense, there's obviously more to the story than this, or the details are wrong.  All the students failed the test, and so there won't be any new students?  Presumably there are still 2nd and 3rd year students and so on, but this would mean that in a few years, the university would be empty, just a bunch of buildings with professors teaching no one.

I read elsewhere that they're 'temporarily' lowering the standards by about 10 points so they get a standard class of freshmen.

0 out of 25k still makes me think *something* is wrong.  You normally have freaks who do things like ACE the test more often than that.  I think that 'miscalibrated the scoring machine' is the most likely option.
